Community Development Block Grant (CDBG) Action Plans

CDBG Entitlement Program 

The City of San Marcos receives an earmarked annual allocation of Community Development Block Grant (CDBG) funds each year from the U. S. Department of Housing and Urban Development (HUD). The funding or Program Year begins October 1 and ends September 30. In order to access  this funding, the City is required to develop  an  "Annual Action Plan" which details how the funds will be allocated, who will benefit from the funded programs/projects, and what are the established goals for each activity. This annual allocation is referred to as "entitlement" funding.


A public comment period will be held July 1 – August 2, 2022, prior to the City Council’s vote on the adoption of the 2022-2023 CDBG Action Plan on August 2, 2021. 

The City of San Marcos will receive approximately $750,000 in Community Development Block Grant (CDBG) funding from the Department of Housing and Urban Development (HUD) for the program year beginning October 1, 2022, and ending September 30, 2023.  

Eligible projects must satisfy a national CDBG program objective and should address one or more of the priorities that have been designated by the City:  affordable housing, public services, or public facilities. At least 70% of the total will be utilized for projects that benefit San Marcos residents who have low-to-moderate incomes.  

The draft 2022-2023 CDBG Action Plan will be available for viewing here.  This draft document will contain a list of proposed projects and a discussion of the City’s goals and desired outcomes for the use of the funding. A paper copy of the draft amendment will be available for viewing at the San Marcos Public Library and City Hall.

Public Hearing to be held June 7, 2022.

The City Council of the City of San Marcos, Texas, will hold a public hearing at the City Council meeting that begins at 6:00 p.m. on Tuesday, June 7, 2022, at City Hall, 630 E Hopkins Street, to obtain the views of citizens on the use of approximately $760,000 in CDBG funding for housing, social services, public facilities, and infrastructure, and the selection of projects for the 2022-2023 Community Development Block Grant (CDBG) Action Plan. Additional funds may be allocated from prior years.

 This will be a hybrid (in-person/virtual meeting). To view the meeting please go to or watch on Grande channel 16 or Spectrum channel 10. Persons wishing to participate remotely in the Public Hearing session must email beginning the day prior to the meeting and before 12:00PM the day of the meeting. A call-in number to join by phone or link will be provided for participation on a mobile device, laptop or desktop computer. If attending in person, no sign up is required.
