2019 Annual Code Update Process

The deadline for submitting proposed amendments for the 2019 Annual Code Update process is Tuesday, May 7.  The annual review process provides the community the opportunity to review the Development Code on an annual basis to eliminate vague or unclear language and ensure that the code remains current with the needs and desires of the community.  Boards, commissions, stakeholder groups, and individuals are invited to submit proposed modifications to the code online at  All proposals are posted on the City website after submission and are visible to the public.  The City Council will initially consider the proposed changes and select which items to review during the 2019 annual review during a work session scheduled for June 5, 2019.  Staff analysis and full consideration by the Planning and Zoning Commission and City Council of the modifications selected by City Council will begin in August 2019.

San Marcos Housing Needs Assessment and Community Survey

The San Marcos City Council has made Workforce Housing a priority for a second year in a row.  As part of this initiative, Root Policy Research conducted an extensive Housing Needs Analysis and Community Survey including over 2,000 respondents.  The results from this extensive research have been released and include the following key findings and top needs:

  • Additional affordable rentals for residents earning less than $25,000,
  • Homes priced near of below $200,000 and increased ownership product diversity,
  • Displacement prevention, and
  • Improved condition and accessibility of existing housing.
City staff and the Housing Task Force welcomes your review and comment on this comprehensive assessment of the housing needs in San Marcos.

San Marcos Housing Task Force

The City has formed a Housing Task Force made up of 19 community members with diverse backgrounds and interests. The Housing Task Force has been meeting since September of 2018 with the goal of creating a strategic housing action plan for the City.  The Task Force will be gathering community input during the next several months on ideas and strategies to address the City's housing needs.  Visit to learn more about what the Task Force has been working on and get involved.  Opportunities for input include:

  • Community Conversations - Schedule a community conversation with your neighborhood, school, or business association to learn more about the needs analysis and provide input for consideration by the Housing Task Force.
  • SMTX 4 All Open House - Join us on May 22 for an open house to learn more about housing in San Marcos and provide your input on the strategies that should be addressed in the City's Strategic Housing Action Plan.
  • SMTX Housing Stories - Share your housing story at the Open House or online through a photo campaign.  Stories like yours illustrate that housing should be for all people, in all places, for all generations.

Community Development Block Grant - Disaster Recovery 

The CDBG-DR program provides federal funding to construct and rehabilitate owner occupied housing for qualified applicants impacted by flooding in San Marcos.  A fifth round of application intake was held from January 28, 2019 through March 15, 2019.  To learn more about this program or speak to a specialist visit:
